An employee is not entitled to receive holiday premium pay or paid holiday time off for any portion of the tour of duty that falls within the calendar holiday when the tour or duty (i.e., workday) did not commence (i.e., begin) on the holiday. Certain employees, such as firefighters, who receive special compensation that anticipates holiday work, thereby forgoing entitlement to holiday premium pay, may be charged leave for an absence occurring on a holiday during which the employee was scheduled to work. To ensure that these holidays are observed, certain guidelines have been put in place, with federal holidays that fall on a Saturday observed by federal employees on the previous Friday, while holidays that fall on Sunday are observed the following Monday.
